The speech was a big hit with racist white people and pretty much no one else.
Trump said the problem with impoverished communities is that there aren't enough cops there to keep people in line.
"The problem in our poorest communities is not that there are too many police, the problem is that there are not enough police," he said.
"The violence, riots and destruction that have taken place in Milwaukee is an assault on the right of all citizens to live in security and peace," the candidate said. "Law and order must be restored."
He went on to say that the Democratic Party has consistently failed black Americans by making too many concessions and giving blacks too many opportunities, which has made them soft.
"The Democratic Party has failed and betrayed the African-American community," Trump insisted. "Democratic crime policies, education policies, and economic policies have produced only more crime, more broken homes, and more poverty."
An all-white panel on Wednesday morning's Fox and Friends were beside themselves with admiration for the candidate's courage.
“Consider how dangerous that was,” said former New York City Mayor Rudy Giuliani. “Going into Milwaukee in the middle of the riots and talking about law and order. But also talking about what needs to be done to help minority communities, African-American communities, poor communities to come out of the situation that they’re in. No one has offered answers like that together.”
In fact, Trump was speaking to a crowd in 95 percent white West Bend, Wisconsin, miles away from the unrest in Milwaukee.
Former Speaker of the House Newt Gingrich -- who called Pres. Barack Obama the "Food Stamp President" and once offered to personally go to "inner cities" to teach black kids how to hold down a job -- crowed with delight that his party's candidate had scored with black voters.
"Trump speech was the clearest appeal to the African American community of any Republican nominee," Gingrich tweeted. "(I)f he builds on this it could be big."
Later in the speech, Trump directly appealed to African-Americans to support him because the "Democratic Party has failed and betrayed the African-American community."
Daily Kos blogger The Red Pen pointed to a Free Republic commenter who gushed, "Trump hit it out of the park, on EVERY topic...OUTSTANDING!!! The Youtube link needs to be copied and given to EVERY democrat voter you know, every low income, innercity [sic] black and poor person. Tell them, don’t say NOTHIN ‘bout NOTHIN cause you don’t know NOTHIN until you listen to this here."
"I am passing this link to my black friends," said another. "Have had many conversations with 'The community.' I am convinced Trump will get a HUGE part of their votes. Several have told me the same thing: They don’t even talk about Trump much in their neighborhoods and families because they get shouted down. But they will speak in the voting booth."
At one point, Trump sought to drive a wedge between blacks and Latinos by saying that Latino immigrants are taking away black people's jobs.
"No community in this country has been hurt worse by Hillary Clinton’s immigration policies than the African-American community. Now she is proposing to print instant work permits for millions of illegal immigrants, taking jobs directly from low-income Americans. I will secure our border, protect our workers, and improve jobs and wages in your community," he said.
Right-wing provocateur Ann Coulter -- whose latest book Adios, America stokes white panic about the growing number of Hispanic Americans -- jumped in to congratulate Trump on this rhetorical move.
"I've been waiting for this speech my entire life," she tweeted. "Trump: No community has been hurt worse by immigration than the African-American community."
At another point, she wrote, "Great Trump speech. Imagine how much better off Black Americans would be today, if Dems hadn't decided to dump 30 million 3d worlders on US."
Others were not so charitable toward Trump's speech.
Twitter user AAMom wrote, "#TrumpRaceSpeech 1) White folks loved it - he said African-Americans 47 times 2) Black folks hated it - he's a Birther."
The Daily Edge said, "When Donald Trump gives a speech on race, he's not inviting more people into a tent, he's reminding supporters to bring their own sheets."
"So...Trump's 'law and order' speech is a race speech?" wrote Ebony magazine Senior Digital Editor Britni Danielle. "How interesting."
Stuart Rothenberg tweeted what many journalist covering the speech are probably thinking, "This Trump speech is going to turn the ENTIRE race around. Totally changing the dynamics. Totally. Sorry, I'm just joking. Zero impact."
